A FORCE FOR GOOD? Mapping the private security landscape in Southeast Europe

This research publication looks at the private security sector in Bulgaria and three Balkan states (Albania, Kosovo, and Serbia). More specifically, it explores the size, role and impact of the sector within each nation and considers among others the following questions. 1) Do national authorities have a clear picture of all the actors playing a security role on their territory? 2) How do private security providers affect individuals or communities on a day to day basis? And 3) is there a clear delineation of roles and responsibilities between public and private security actors?
